We are now in the 4th month of fiscal year 2016 (FY16) without a state budget, the longest stretch of time that our state has gone without a budget. While the Illinois House of Representatives met in Springfield last week and certainly had a full agenda of legislation to consider, our state is unfortunately no closer to having a fully-funded fiscal year 2016 (FY16) state budget than we were earlier this year at the end of May.
